National Consistent Payments (NCP) are changing in Semester 2, 2025

These changes impact registrars on the AGPT funded pathway.

Starting in Semester 2, 2025 there will be updates to payments for registrars on the AGPT funded pathway due to changes in the National Consistent Payments Framework. These updates have been mandated by the Department of Health, Disability and Ageing in consultation with the GP Colleges.

Updates include: 

  • the way payments are calculated for part-time training
  • payments will be made pro-rata, based on the registrars training time in a particular Modified Monash (MM) location. Please note: Some training locations MM classification will be updated from Semester 2, 2025. The Department of Health, Disability and Ageing has updated the below documents to provide a better understanding of changes coming into effect. 

The College has also developed FAQs to assist ACRRM registrars in understand these changes.

Frequently Asked Questions

Changes to the NCP will commence from Semester 2, 2025. Your TPA or regional team can confirm the start date of your Semester 2 training.

These changes will ensure registrars are compensated fairly based on actual training hours, will improve financial equity and provide better clarity on compensation for each individual placement. 

From Semester 2, 2025 the way registrar payments are calculated under The National Consistent Payments (NCP) framework is changing.   

This will see the introduction of pro-rata payments for registrars training part-time in a particular Modified Monash (MM) location. Registrars training across multiple MM locations will receive payments for each training location based on the full time equivalent of training (FTE) completed in that location, instead of one combined payment.   

Part–time registrars will receive payments based on their FTE, rather than a fixed standard amount.   

The payment rates for FTE in each MM will remain the same. As per below:  

  • Payment for registrars training in MM 2: $1,800 
  • Payment for registrars training in MM 3-4: $3,425  
  • Payment for registrars training in MM 5: $4,810  
  • Payment for registrars training in MM 6-7: $9,250 

The MM geographical classification for 17 locations Australia wide has changed (for example, some MM1 locations have been reclassified to MM2)  The Department of Health, Disability and Ageing is now using the 2023 MM location classification.  See below reclassification list or use the Health Workforce Locator to check the MM classification of your current training location.

If you're training part-time (less than 38 hours per week and/or fewer than 26 full-time weeks in a semester) on the AGPT program, you will now receive pro-rata payments based on the number of hours worked, rather than a fixed standard amount. 

If you're placed in multiple MM locations during a semester, your payments may be split across those placements. If your core training term extends over multiple semesters, your payments will also be spread across those semesters. You will not receive less funds as a part-time registrar, instead, your payment will now be more evenly spread over your training time.  

  1. Maintain an active ACRRM membership registered in MyCollege
  2. Have an active PRODA account and enter your bank details in MyCollege
  3. Ensure your provider number (STEM) is recorded in MyACRRM.

If any of these steps are incomplete, your payments may be delayed. 

Yes, in addition to payments made by Services Australia you may be eligible to apply for payments under Flexible Funds to support you during your training. You can find more information on Flexible Funds and how to apply here.
These changes will not impact supervisor or training post payments.
